He has represented states and state entities in a large number of projects, commercial transactions and arbitration disputes. His background in law, business and finance enables him to provide effective strategic advice on complex transactions.
He has led negotiations of many project arrangements, joint ventures, financings, acquisitions and other transactions involving states and major international oil and gas companies, and has advised on landmark projects in the electricity sector. He has also successfully led multiple negotiations of settlement agreements resolving investment and commercial disputes.
Beyond energy and infrastructure, Mr. Ulke has advised clients across several other economic sectors, including banking, venture capital, telecommunications, technology, agriculture, mining and manufacturing, on a range of transactional, regulatory and dispute resolution matters.
Prior to establishing Hartbeck LLP, he was a partner at Curtis, Mallet-Prevost, Colt & Mosle LLP in New York.
Mr. Ulke holds a Master of Laws from Harvard Law School, a Master in Economics and Business Administration from ESEADE, and a law degree from the University of Buenos Aires. He is admitted to practice in New York and Buenos Aires.
